This resource was created through the State Leadership for Multilingual Learner (ML) Equity partnership, and outlines a framework and accompanying materials to support effective state level collaborations focused on improving educational opportunities for multilingual learners (MLs1). Collaboration within state education agencies is often difficult to achieve and sustain due to the siloed and specialized nature of education systems. However, our prior experiences as educators, leaders, and researchers have shown the urgent need for collaborative approaches to designing educational opportunities for MLs at the system level. Integrating the unique assets and educational supports needed for fully supporting MLs in the public education system requires strong leadership and cross-departmental innovation that emphasizes the shared responsibility all components of the education system have for multilingual learners (Weddle et al., 2024). While there are often ad-hoc collaborations that emerge for particular initiatives, we have developed a framework that promotes effective SEA cross-office collaborations for MLs.
