This fact sheet focuses on the five-year projections for teachers of English learners (ELs) reported by state educational agencies (SEAs). While many SEAs indicate a shortage of EL instructors, it should be noted that SEAs may have different definitions of “EL instructor” and different ways of calculating their five-year projections.
